Guide to Commercializing Cosmetic Products in Peru: Key Steps to Comply with Regulations

Step 1: Company Registration
The first step to commercializing cosmetic products in Peru is to register your company as a
Pharmaceutical Establishment with one of the following authorities: DISA, DIRESA, or DIGEMID. The type
of establishment you register will depend on the activities you plan to carry out:
- Drugstore: If your goal is to import or commercialize cosmetic products, this is the type of
establishment you need to register. - Laboratory: If, in addition to commercialization, you plan to manufacture cosmetic products,
you must register your company as a laboratory.
Step 2: Mandatory Sanitary Notification (NSO)
Once your company is registered, the next step is to obtain the Mandatory Sanitary Notification (NSO)
to commercialize cosmetic products in Peru. This process is mandatory and must be completed before
you can start selling your products.
How to Obtain the NSO?
You must apply for the NSO through the Single Window for Foreign Trade (VUCE). To do this, you need
to submit a sworn statement that includes the following information:
- General Information: You must provide the details of the company's legal representative, the
product manufacturer, and the NSO holder. - Technical Information: This includes the qualitative and quantitative formula of the product,
organoleptic and microbiological specifications, and any relevant technical studies.
Once the application is submitted, the National Competent Authority will review the documentation. If
everything is in order, a product identification code will be assigned. If any documents or information
are missing, you will be asked to complete the application before proceeding.
Important Considerations
- Validity: The NSO is valid for 7 years, after which it can be renewed.
- Modifications: It is crucial to notify any changes in product information before
commercialization. - Market Research: Samples intended for market studies do not require an NSO, but they must
be clearly identified and cannot be commercialized.
Finally, the National Competent Authority will carry out periodic inspections and controls to ensure that
all cosmetic products commercialized in the country comply with regulations and are safe for
consumers.
